(This issue is based on the 182/QĐ-CBQLGD2 decision on 14 September, 2007 of the EMTC 2’ Rector)
1. GENERAL REGULATION
1.1. This regulation is for students of government officers training/retraining courses in education and training according to the 41/1998/QĐ decision on 27 July, 1998 issued by the Minister of Education and Training; and of short retraining courses, other topics courses under the college’s admitted rights.
1.2. The process of students’ learning and practicing in a course is assessed on 2 sides:
- Learning results;
- Moral results;
As for short retraining course and topics courses, the College only considers learning results, and does not consider moral results.
1.3. Evaluating the learning results is done through students’ examination papers, essays, exercises, . . . according to the 10 marks scale (small marks can be rounded into 0,5 marks).
Evaluating the learning general results in whole course is an evaluation summary on learning results through marks of above-mentioned papers.
1.4. Evaluating the students’ moral results is based on regulations of this document. And it is classified into 4 types: Good, Rather good, meet requirements, not meet requirements.
1.5. Learning and moral results are the basis for considering graduation after finishing a course, for providing certificates and giving compliments/awards at the end of the course.
2. EVALUATING THE LEARNING RESULTS
2.1. Evaluation content
- Evaluating the learning results of each topic
- Evaluating the learning results of each topic group
- Evaluating the learning results after finishing a course
Learning results evaluation has to follow the present program’s rules and the guidelines of doing the program.
As for 3481 basic retraining courses, organizing students’ study tours is a compulsory one. Students not joining in the study tour will not be recognized a graduate student. If courses in local have any financial problems, they can have a study tour in that local.
2.2. Way of evaluating the learning results
2.2.1. All of the exam questions, exercises are given out in the direction of allowing students open their documents during the process of doing exams. Lecturers are duty on making the exam questions for the following cases:
2.2.2. Examining each topic
Teachers can decide one of the following forms:
a. Examination: Time of doing an exam is regulated in the curriculum. Time for submitting the essay is ruled by the teacher, but not over 1 weeks since the end day of the topic. Teacher only collects the essay once, does not accept late submitted essays.
b. Cooperating a form to give student marks when doing exercises and problem-solving . . . in the classroom.
If choosing the b form, teacher has to announce in the class as soon as starting teaching his/her topic. And the class’s monitors have had a clear writing of unevaluated students in the classroom because of their absence so that teacher can sign and avoid student’s complains.
Teacher gives out the exam questions, is an exam invigilator, and marks the exam; submits the mark table to the Scientific Researches and Academic Management Department at least after 3 weeks of doing exams. Marked papers will keep by the teacher during 1 year after closing the course.
2.2.3. Examining each topic group
Because it relates to many teachers, this can be done by the following procedure:
a. For each topic, teacher gives out 1 exam paper in 90-120 minutes and submits it to the Scientific Researches and Academic Management Department before the exam day at least 1 week.
b. The Scientific Researches and Academic Management Department will collect, deliver to the officer assigned to be an exam invigilator before doing the exam (if doing the exam at the College) or 3 days before teachers go for teaching in province.
c. The invigilator will let 1 representative student choose 1 random exam paper to do (Student can sign and write his/her full name in a selected envelop).
d. After doing the invigilation, the officer delivers the answer papers and question paper (full) to the Department.
đ. The Department will deliver the answer papers and (chosen) question paper to a certain teacher to mark in 3 days.
e. Then, this teacher can submit the (chosen) question paper and the answer papers to the Department at least 3 weeks after receiving them.
2.2.4. Writing an essay
This is a summarized text done by students at the end of a course. For each essay, there will have 2 marking people following the 10 marking scale. Markers are teachers teaching those topics or having professional knowledge related to those topics. Topic’s teacher will be the first marker. On the annual teaching assignment table and each course’s teaching plan, the Academic Management Department will assign the marker. Marking table for the essay is as follows:
- Introduction part: 1 mark
- Body part: 7 marks. Consist of:
Essay’s theory: 1,5 marks
Research unit’s features: 0,5 marks
Description on essay topic’s practice: 1,5 marks
Analyzing the practice and finding the reason: 2,0 marks
Giving out the improved methods and plans: 1,5 marks
- Conclusion part (consist of lessons and suggestions): 1 mark
- Presenting form: 1 mark.
Markers have a responsibility in unifying marks together. In case, there is one marker giving more than one mark without having the unification, it must be reported to the Chairman of the Scientific Council for decision. Essay’s marks is the summed average mark from 2 markers (get an odd number). The marked essays will be kept by an officers being on duty on that course during 1 year after closing the course.
2.2.5. A course ending exam (at topic and short training courses, there is 1 course ending exam). Teacher assigned to give out the exam questions, to mark and to give marks will do the same as the writing exam.
- If this class has many teachers, examining content will be decided by the Rector basing on the curriculum’s rules and departments’ ideas (teachers give out the question papers agreed by the Department Head)..
- The Academic Management Department cooperates with Departments for arranging invigilation. Marking and giving the answered exam papers are ruled the same as the 2.2.2 item.
Note:All of the question papers/essays should be typed in computer and printed in A4 papers. Question papers submitted to the Academic Management Department should be put in an sealed envelop with a signature on it. Each question paper should have adequate information as follows:
- The College’s title (on the left corner)
- Essay/exam paper’s title: which kind of exam paper is (part/1 concrete topic/ topic group/end of a course) (center position).
- Which class/ course (written the same as in a teaching plan).
- Time for doing an exam paper (in minutes), examining day/day for submitting an essay.
- Content of an exam paper
- Signature of a person giving out the exam paper (Sign and write in a full mane)
Department Head can contact the Academic Department to check giving out teachers’ exam paper belonging to his/her Department.
2.3. General evaluation on learning result
2.3.1. Calculating the summed average mark of papers’ marks and essay’s mark. The summed average mark will be got 2 odd numbers. Regulation for calculating a coefficient as follows:
- Examination paper/essay paper for each topic and for each topic group (in 2.2.2 and 2.2.3 items) is 1 coefficient.
- Essay paper is calculated by 3 coefficients.
2.3.2. Special cases:
a. In case, student have off-days being over one fifth of topic’s duration (whatever having reason or not having), it will be processed as follows:
- If the topic has an exam/essay, that student will not be allowed to join in doing the exam/essay of that topic.
- If the topic has not had an exam/essay, that student will be considered not finishing that topic.
b. A student do not join in the exam or do not submit the essay timely without having reasonable reasons or having no the College’s permission, he/she will received 0 mark.
c. A student violating the College’s rule on doing exams such as copying, talking, . . . will be punished depending on mistakes and even received 0 mark.
d. Second examination/writing will be organized for any students having reasonable reasons on the exam day or for any students not passing the first exam. Budget for this exam will be charged by these students. The second exam will be taken place in the end of the course. If these students do not pass the second time, they have to study again.
Reasonable reasons are ones including a permission paper and other related papers to prove their reasons (those papers can be supplied later); the permission paper has to be given to the teacher before the exam day and be accepted by the authorized person. In a special case, class’s monitor can be representative of that student and make a permission paper to give to the authorized person.
If this course is opened at the College, the permission paper has to be sent to the Academic Management Department directly (through the class’s duties officer) and spontaneously inform the topic teacher.
If this course is opened in province/local, the permission paper has to be sent to the Academic Department directly (through the topic teacher) and spontaneously inform the class’s duties officer.
đ. Cases are not be considered to be graduated one ruled in item 4.

3. STUDENTS’ MORAL EVALUATION:
3.1. Evaluation’s content:
3.1.1. To be diligent in one’s learning, best trying in one’s learning showed on day number of coming to the class and on learning result.
3.1.2. Student’s onsciousness and attitude of obeying the College’s regulations; of obeying policy, law of the government and of doing practice according to the requirements and dignities of a government officer in education and training.
3.2. Way of doing evaluation:
3.2.1. As for basic retraining courses
Ranking criteria:
- Good ranking: Student’s consciousness and attitude is good. Self-awareness, good example of obeying criteria in item 3.1, no crime violation, hard studying, best trying, no play truant, no off-days. If having off-days, that student has to have permission but not over 4 days.
- Medium ranking: Basically, it has to ensure requirements of good ranking, but at a little lower level. For example, it may violate one of the requirements of good ranking a little and is a small mistake. Off-days are not over 5 days.
- Met requirements ranking: Doing moral practice at a medium level, has shortcomings but not serious, not systemic; recognizing his/her shortcomings and correct them consciously.
- Unmet requirements ranking: Has serious shortcomings, or systemic shortcomings from the third time up to, and has to do checking in front of the classroom and has to accept the College’s punishment.
Note: Permitted off-days are ones having a permission paper with acceptable reasons and timely sending to the Academic Management Department.
Basing on the above-mentioned ranking criteria, the evaluation process is done at the end of the course as follows:
- Students write a review paper and draw out the experience.
- The class will give comment and rank for each student under the guidance of a class’s responsible officer and of an officer in local (if having) and send the result back to the Academic Management Department.
- The Academic Management Department Head will report them (learning result and moral practice) to the Rector.
3.2.2. As for topic classes and short training courses:
Do not have moral rankings for students of these classes/courses. And number of off-days of the whole course will be followed for considering graduation.
4. GENERAL EVALUATION AND GRADUATION RECOGNIZING
4.1. The following cases will not be recognized as a graduate (whatever reasons are):
a. Lacking topic marks (each topic or essay or course ending exam);
b. Have marks below 5 (each topic or essay or course ending exam);.
c. Do not finish learning of 3 topics having no exams or essays;
d. Do not join in the study tour (for courses of the 3481 curriculum);
đ. Moral ranking do not meet the College’s requirements.
As for the a, b, c, d cases of this item, if any student wants to be considered as a graduate, that student has to study unfinished topics and do exams again or join in the study tour of next course with the condition that student has to had a result keeping permission paper after ending his course. This keeping is not over 2 years.
4.2. Graduation consideration for providing a certificate
Graduation consideration for students not breaking any regulations in item 4.1 is as follows:
4.2.1. Student obtaining learning results of the course’s curriculum with marks of each topic, of each essay, of course ending mark being over 5 marks and moral ranking being over met requirements will be recognized as a graduate.
4.2.2. As for students of basic retraining courses, graduation ranking for providing certificate is a summarized rank of learning result and of moral practice result.

As for students of topic classes and short training courses: Learning ranking is also a graduate ranking.
Note: A graduate ranking will be lowered about 1 level in case of not finishing 2 topics which have not had exams/essays.
5. PRAISING/GIVING COMPLIMENTS TO STUDENTS AT THE END OF THE COURSE
5.1. Do not have praises or compliments for students of topic classes and short training courses.
5.2. As for basic retraining courses of the 3481 curriculum:
- Any students being ranked Excellent or Good will be received a compliment paper.
- A leading student of any course will be ranked in terms of management science from the good level up to and of good moral practice.
- Do not give praises or compliments to any students having to study again and to do the exam again.
6. IMPLEMENTATION:
All of the teachers, departments, offices (the Academic Management Department),; individuals and involved teams have to be responsible for doing all rules regulated in this document.
In controlling students’ diligence, the Academic Management Department will keep the main role in having active support to teachers. The following methods should be done:
a. Having a register book for all classes/courses (at the College/in local/province). In each session, class/course’s monitor will write the amount of absent students in the register book and their full name down.
Teacher has the responsibility in checking the amount of absent students in the register book and their full name and signs in it. If the monitor forgets, teacher can remind them.
As for each topic having an exam/essay, if any students is absent over one third of topic’s duration, that student will not be allowed joining in the exam/essay ruled in item 2.3.2.
At the end of a course, the register book will be kept and processed by the Academic Management Department. As for courses opened in local/province, the register book will be copied and the local/province will keep this copy. The original book will be sent back to the Academic Management Department when ending final topic.
b. Popularizing this regulation carefully to the students in the beginning of the course and having a follow-up their rules doing in whole course.
c. Choosing a class/course’s monitor being active, enthusiasm, commitment, trusted in the classroom; each member must be representative for each local. Responsible officer must contact the class/course monitor frequently and have a close relationship.
As for courses/classes in local, besides above-mentioned requirements, the responsible officers have to:
d. Send this regulation table and a contract to the provincial office (Provincial Office Head) to know and to create good conditions for students’ attention according to the College’s rule.
đ. In the course beginning, the responsible officer has to cooperate with local/provincial responsible officer to choose class/course’s monitor according to the requirement in item c.
e. In the process of opening a class/course, this responsible officer should have a frequently contact local/provincial responsible officer and monitor to manage the class/course.
